MSYSA Registration Procedures
USYSA 2007/2008 Age Groups
Registration ProcedureThese procedures provide Seneca NCSL and WAGS teams with information on registering teams for the 2007/2008 seasonal year which starts September 1, 2007 and runs through August 31, 2008 and covers both the fall and spring seasons. Seneca teams playing in other leagues such as OBSL, MSI-Classic, BBSL, etc. should follow the directions from those individual leagues. Note: Some players on teams may be considering playing on multiple teams this season. The players and their parents should be aware that some clubs and leagues have rules prohibiting travel players from participating in recreational or house programs. A player is primary to the first team he/she is registered to. Please communicate with your registrar if you have a player who wishes to multiroster. If the player resides outside of Maryland (usually the District of Columbia or Virginia), you must have the player registered with a Virginia player card and have the form and player passes validated by a VYSA registrar prior to submitting your team package. Call or email your registrar for details. For a full description of the required process (click here). All Seneca teams playing in NCSL and WAGS are required to follow the registration procedures designated by the Maryland State Youth Soccer Association (MSYSA). Full details of the requirements may be found on the MSYSA Website where you should click on the Player Registration tab. The registration process is completed through an online website that is dedicated for SSA players and administrators. You should follow the directions as outlined in following document: MSYSA Online Registration Data Entry Guide (click here). This online system will record player, family, and team administrator information and allow you to print out your official team roster, player cards, administrator cards, Medical Release Form, Membership and Player Registration Form, and the Player/Coach/Parent Conduct Forms. NCSL and WAGS requires all adult team administrators to be listed on the roster. Head Coach, assistant coaches, trainers and team manager are mandatory. Note: For adults, the name is not an issue. James Madison may be listed as Jim Madison. For players, the name is a significant issue. The name, specifically the first and last name, must be entered into the online system exactly as it appears on the proof of age document and will then print accordingly on the roster and player passes. The following ORIGINAL DOCUMENTS are accepted as valid proof of age and must be submitted for each player at the time of registration. Notarized copies or uncertified photocopies are not accepted. The Department of Vital Statistics or similar agency in the state or county of birth to be acceptable must certify copies. Hospital or baptismal records are not acceptable. THERE ARE NO EXCEPTIONS TO THESE RULES. If the family does not have an original birth certificate, a credit card expedited service is available in obtaining these documents by calling Vitalchek at 1-800-255-2414. The acceptable documents are:
Registrars may request additional documentation in English to verify foreign language documents. The registrar simply looks at these documents to confirm the player’s name and date of birth and returns them to the team for the manager to return to each family. Registrars do retain player passes from the prior year. Do not use a player’s middle name or middle initial. As an example, player’s birth certificate lists his name as Paul Joseph Smith. He does not use his first name and is called "Joey". He must be entered into the team data base as Paul Smith and Paul Smith will be the name that appears on the roster and player passes AND he must sign the back of the two player passes as Paul Smith. The first and last name on the birth certificate/passport must be the same as the name on the roster, player passes and the player’s signatures on the back of the two passes. THERE ARE NO EXCEPTIONS. If you used a child’s middle initial last year, do not use the middle initial this year. The child’s player pass from last year will list the name as Sean D. Jones. This year the name/signature will be Sean Jones. In some rare instances of adoption/remarriage a child’s name is legally changed. If John Paul Jones has had his name legally changed to John Paul Jefferson, the registrar will need both the birth certificate and the court order changing his name and he will be listed as John Jefferson. The player must sign his/her name. Some U9/U10 players are very young. Neatness is not a criteria. If the player is not writing cursive, have him/her print their name. It must be the player’s signature, not a parent. They also must sign the Player Registration form. To make it easier for the players to sign their names, you may draw a line on the back of the Membership Card on top of "US" and "FIFA Fair Play" to indicate where the player signs. The player will be signing on top of the printed lettering, which is where they are supposed to sign on the membership card. The line for player signature is imprinted on the back of the player pass. The player has to sign the back of BOTH cards. You also need two current player color photographs (1 inch by 1 inch, front view) which must be glued (taping, stapling, or clipping are not acceptable) to the back of EACH card. The photos go on the back of the cards in the upper left-hand corner on each card. The position is indicated on the back of the member pass. It goes in the same position on the membership card and overlays the Code of Conduct. The team manager must have the proof of age document before a player signs the back of the two cards and must instruct the player how to sign his/her name. If you don’t follow this simple procedure Paul Smith is going to sign his name as Joey Smith and his signature will have to be corrected. For new teams, the general procedure is:
Rostering ProcessYour team must be rostered to play in league games and tournaments. That means getting your forms, passes and roster validated by your designated registrar. Note: A new roster and player/administrator cards and forms must be completed for each new seasonal year. This is true for both new teams and returning teams. Returning teams will use the information that is already in the system and can use last year's player cards as proof of age. However, they still must submit their registration package to their registrar for approval. As long as your team is registering to play in the upcoming NCSL or WAGS season, there are no separate fees for registration. Seneca NCSL and WAGS teams have paid the MSYSA registration fee as part of their league fees and the leagues remit the registration fees for each of their league teams to MSYSA. However, if your team is not playing a league season, then a fee will be collected to cover the registration process. When you submit your package to your registrar, have the individual paperwork for each player in alphabetical order as they appear on the roster. For each player have the Member Pass/Membership Card, birth certificate and Membership/Player Registration form plus copy paper clipped together. Also paper clip together the adult pass and registration form plus 2 copies for each team official. You will also have the roster and copy. You will drop this package of materials off at your registrars house and they will advise you when they have completed their work so that you may pick up your completed materials. When the team roster and each of the player and adult official passes is correct, your registrar will validate the roster and passes and notify you they are available . Procedures for Roster ChangesMost teams will have roster changes involving adding new players or releasing players who have elected to play another sport or have decided to play in a house program. All teams must maintain a current roster. Adding a PlayerWhen adding players, the process for each new player is the same as when you originally rostered your team except that all adds or transfers are handwritten on your original roster in the next available row. Remember there is a slightly different procedure for MSYSA-rostered teams if the player lives in Virginia or the District. Also, if the player has ever been rostered to another travel team, you need to obtain a Multiple Roster Player Pass and player number from your registrar. NOTE: If you are adding a player to an existing roster, you must enter all of the player information and then contact your registrar to have the player officially added to your roster. The player will not appear on your online roster and you will not be able to print the player card until the registrar has added them to your roster. Submit to your registrar the following for each player being added:
Player Transferring To Your TeamIf you are adding a new player who has been rostered to a travel team during the current seasonal year, his/her former team must release the player before he/she can be transferred onto your roster. The player is entered on your roster by printing the player’s data at the bottom in the Previously Rostered section on the bottom of page two of the official roster. You must bring either:
Criteria For Adding PlayersNew players may be added during the season provided the transaction complies with league rules. For both NCSL and WAGS teams, a player who is rostered to one league team at the start of the season is ineligible to play for another NCSL/WAGS league team during that season. Both NCSL and WAGS define the start of the season as the date of the first scheduled league game. MSYSA FeesThe maximum number of players on your roster is detailed on the NCSL and WAGS websites. You cannot exceed the maximum roster. There is a $12.00 per player fee for each cumulative player above your maximum roster. If your maximum roster is 18 and you initially rostered 18 players and subsequently have 3 releases and 2 adds, your current roster has 17 players and the cumulative number is 20 and you must pay a $24.00 fee. There is also a $5.50 fee for each previously rostered or transferred player added to your roster. All payments must be by check payable to MSYSA. Releasing Player From Your TeamFor releasing players, remember the Players Rights. The initiative for releasing players must come from the family. To release a player you need a Player/Team Status Form that is available on the MSYSA website. This form is given to the family and a parent (or team manager) fills in the top two lines that contain basic player data. The player and parent sign in the boxed area and a parent or the player must state the reason for leaving the team. The reason is usually very simple: "Playing lacrosse " / "Not playing soccer " / "Playing in a recreational program ". A team official listed on the first page of your roster checks the Release Request box, fills in the team data and signs and dates the form. Make three copies of the status form and submit to your registrar with your original roster and one copy, Player Pass and a stamped envelope addressed to the player’s parent/guardian. Do not mark the line containing the player on your roster. The registrar will annotate your roster to indicate the player has been released.
